This photo, taken by an amateur photographer, is the first real proof that alien beings atop their futuristic vehicles, like to shop the stores in Florence as much as terrestrials.
Another, albeit less likely explanation, could be that the Segway is in use by Florence's tour guides to enhance the experience while moving quickly from location to location. The vehicles, themselves, can be rented by the hour in Piazza Duomo or you can join ItalySegwayTours for the complete package.
The idea, although strange at first, is quite ingenious, ecological and kind on the feet. Given the speed and comfort of the Segway, tours can be more extensive than the standard walking tour (from the ItalySegwayTour website):

Not bad in three hours. Alternatively, you can rent the Segway on its own to make your own tour itinerary or help with the shopping!
